We need to ensure staff have the specialist skills and training required to carry out their roles and support to develop themselves professionally.

In addition to the council’s overall commitment to developing staff, there are also a series of training packages which have been established, and which are specifically related to particular roles.

Workforce development and training delivery around health, wellbeing and independent living is a priority for Adult Social Care and is delivered by our Independence and Wellbeing Team IWT.  Our training provision is vital for capacity building and up-skilling the wider Portsmouth workforce, in delivering the IWT and wider Adult Social Care priorities and agendas.


We provide a varied training programme which compliments council wide development opportunities for a range of professionals and volunteers.


Course bookings are welcomed from Portsmouth City Council staff, the wider Portsmouth workforce, independent, private sector and voluntary organisations as well as volunteers.


All courses are available to the wider Portsmouth workforce, including volunteers at no charge (unless otherwise stated).

Spaces on all courses are limited, it is therefore essential that you fully complete our booking form, which you can access below. Places on courses will only be confirmed once we have received a completed booking form, as we are not able to accommodate people just turning up on the day.


Our workforce development and training delivery is underpinned by a robust Quality Assurance Framework, which sets out how quality in terms of learning outcomes is monitored and evaluated.  Evaluation data provides a strong evidence base for our training provision, enabling us to analyse and target learners needs ensuring continued quality improvement for the future.

Elected members have responsibilities and needs which differ significantly from those of council staff, and so there is a Member Development programme which is tailored to the needs of councillors.

The programme is organised by the Training team in partnership with Democratic Services and reflects the pathway offered to staff (e.g. there is induction training, 'must-have' training and a range of personal development opportunities).

All members are issued with a copy of their training calendar after elections.

Training is available in the use of the E-Business Suite or EBS.

We offer quality training and development opportunities to social care staff, to support them to provide the best possible services for the people of Portsmouth.


As well as commissioning, delivering and administering courses in the social care section of PLG the team also:

  • commission and coordinate courses from the Qualifications and Credit Framework (QCF) in health and social care,
  • coordinate and administer the sponsored Social Work Degree programme for Adult Social Care and Children's Social Care and Safeguarding,
  • coordinate and administer Post Qualifying Social Work programmes including the Approved Mental Health Professional (AMHP),
  • support and coordinate the Assessed and Supported Year in Employment (ASYE) for newly qualified social workers,
  • support registered staff to fulfil the continual professional development (CPD) requirements for their registered profession,
  • coordinate social work student placements and provide practice education,
  • work closely with independent and voluntary sector health and social care providers and support them to access training through the Social Care and Training - Portsmouth Partnership (SCAT-PP),
  • provide a flexible response to individual, team and Directorate workforce development needs,
  • provide reports and data on workforce development in social care to aid Directorates' in their workforce planning and assist with regulatory inspection requirements.

The Core Essential Training Programme was first introduced in 2010, and requires Children’s Social Care and Safeguarding Service staff to be trained in key areas of work. All staff, irrespective of length of service, should undertake this training to refresh and update their knowledge and experience.


The programme is being developed on an ongoing basis to include training on key topics/issues relevant to the service delivery. Members of staff should take the courses relevant to their job role within the programme, discussing specific training requirements with their managers.
