There are currently more than 30 residents' parking zones in operation across the city, after the first  was introduced to Portsmouth in 1999. 

Areas are included on the Residents' Parking Programme in response to the demand from residents (via emails, letters, petitions, Councillors and Neighbourhood Forums etc.).  Unfortunately, there's a backlog of requests for Residents' Parking throughout the city, as the Programme was on hold from 2012.  So it may be some time before new areas can be considered or areas that have already been surveyed can be revisited.

Once included on the Programme, the first step is a survey to gauge residents' interest in having a parking zone, and to gather information on the parking problems they experience.

Following the decision to reintroduce a charge for the first Resident permit (£30) to enable schemes to pay for themselves, residents living within current parking zones were asked whether they would prefer to keep their parking zone or for it to be removed. As a result, a programme is currently underway to propose and potentially implement the required changes, as well as accommodating new areas that have been identified for a survey and have been waiting for some time.

Parking schemes cost the council money to introduce, administer, maintain and enforce (surveys, consultation, line marking, signage, permits, enforcement staff).  Any eventual revenue from Residents' Parking goes towards maintaining all parking zones and setting up new ones.
