Portsmouth City Council provides a range of parking services, including:

  • resident parking schemes, on-street parking and council car parks
  • disabled driver parking
  • abandoned vehicle and non-motorised vehicle removal

The council is also responsible for enforcing parking restrictions and issuing penalty charge notices, which are payable online.

As well as ensuring fair parking for residents, businesses and visitors, we play a vital role in keeping the city moving, monitoring major roads from our traffic control room. We also promote road safety and fight vehicle crime alongside the police.

Parking can be found on the contact us page - for any urgent queries outside of office hours, phone the Traffic Management Centre on 023 9268 8290.

Motorcycle parking

Motorcycles can park for free in a number of places around the city, including:

  • Portsmouth City Council pay and display car parks (but not permit holder car parks), as long as they park completely within a marked bay
  • on-street pay and display areas except where indicated (please check signage at location)
  • for as long as required in residents' parking zones

Car parks with marked bays specifically for motorcycles are: Ashby Place, Clarence Pier, Seafront D-Day, Guildhall Walk, The Harbour, London Road and Seafront The Esplanade - follow the link for a full list of council-run car parks.

Motorcycles must abide by restrictions in non-permitted limited waiting bays and may not park on double or single yellow lines, in taxi ranks, bus stops, disabled bays or loading bays.

Civil Parking Enforcement - Code of Practice

The Code of Practice is for the council's Civil Enforcement Officers to follow when issuing penalty charge - a copy can be found below.

The council is also required to adhere to the Operational Guidance to Local Authorities - additional information can also be found in the Highway Code.
