Portsmouth City Council's adoption service provides various services to adoptive families, adopted adults and their birth relatives, while Portsmouth children, from babies through to teenagers, need foster carers for long term, short term and emergency placements.

Private fostering arrangements
Private fostering occurs when a child under the age of 16 (or under 18 if they are disabled) is cared for and provided with accommodation for 28 days or more by an adult who is not a close relative.
Parents are required by law to notify the local council where their child will be living at least six weeks before an arrangement begins or within 48 hours of an emergency arrangement starting.
The person who is going to look after them is also required by law to inform their local council within the same timescales. If someone else’s child is going to be living with you for 28 days or more and you are not a close relative, you have a legal duty to tell us.
