 The Community Infrastructure Levy (CIL), introduced in April 2010, allows local authorities in England and Wales to raise funds from developers who are undertaking new building projects in their area. The money can be used to pay for a wide range of infrastructure that is needed as a result of development. This can include things like transport schemes, flood defences and green spaces.

Portsmouth City Council decided to introduce the levy in Portsmouth and have completed the necessary background work to determine charging rates, including infrastructure planning and an assessment of development viability. An independent examiner has told us that our CIL charging schedule provides a suitable basis for collecting the levy in Portsmouth.

The council formally approved the CIL charging schedule on 24 January 2012 and it applies to all development permitted after 1 April 2012. The Regulation 62 CIL Monitoring Report is published in the Documents section below. Please note that the CIL regulations include indexation to update the CIL rate annually using the All Tender Price Index. This means that the rates shown in the 2012 Charging Schedule will change annually on the first of January. The CIL rate for 2018 is £147.38.
