Information about changes to council services as a result of coronavirus

Parking enforcement

 Resident parking zones are operational and there is a charge for parking in Council car parks and on-street parking.

The temporary suspension of parking restrictions was lifted on 1 June in Portsmouth, as vehicle movement is increasing across the UK, following the gradual easing of lockdown restrictions.

Resident parking zones

All resident parking zones are operational. 

Discount on renew for unused permits

Residential parking zone permit holders will receive a discount of 18.6% the next time they renew permits from 1 June. The discount is based on the duration of the enforcement suspension which was just over 2 months. Most discounts will happen automatically, however we will manually apply refunds to holders of second or third permits.   

For example the discount on the first permit will be £5.60 so when you renew your permit you will be charged £24.40.

If you apply online the amount payable for a second/third permit will be reduced by the same amount as the first permit on purchase. The rest of the reduction will be refunded manually by the parking office, as soon as practically possible, either back onto the debit/credit card used to make payment or by cheque.

Resident parking permits

Visitor parking permits

Visitor permits for all residents parking zones can be obtained by registering with RingGo at www.myringgo.co.uk/rvp and once your registration has been approved you can book and pay for parking sessions using your phone for any essential visitors when you need them. 

Scratchcards for some zones are available through the following outlets:

  • Central Library, Guildhall Square, Portsmouth - All Zones (from Monday 6 July)
  • North End Library, Gladys Avenue, North End, Portsmouth - FD, FE, FF, FG & FH (from Monday 6 July)
  • Southsea Library, 19-21 Palmerston Road, Southsea - KA, KB, KC, KD, LA, LB, MB, MC, MD (from Monday 6 July)

Libraries are open Monday to Friday between 9.30am and 5pm.

  • Albert Road Post Office, 114 Albert Road - Zones KC, MA, MB, MC, MD & ME
  • Somerstown Post Office, 74-78 St James Road - Zones LA & LB
  • Buckland Post Office, 47-49 Kingston Road, Zones FA, FC, FD & GA

If you are unable to use RingGo and your zone scratchcard is not currently available through one of the above outlets, please call the Parking Office on 023 9268 8310 between 9am and 4pm Monday to Friday (excluding Bank Holidays) for assistance..

Seafront parking

Seafront car parks

All car parks are open. All charges apply within car parks.


Seafront road closures

The seafront roads will be closed to vehicles from 6am on 1 May until further notice so that local residents can safely distance whilst running, walking and cycling during their daily exercise.

The road will be closed between two sections:

  • the ocean at the end of the lane (Western end of Canoe Lake) and St George's Road
  • the D-Day Car Park to Hovertravel

Blue badges

The national advice is that blue badge applications can continue to be made online or via the paper form.

Due to social distancing advice the assessment will take place via telephone. However, if a decision cannot be made without a face-to-face assessment, you will be advised your application cannot be processed at this time; only when an appropriate level of assessment can be completed.

If you have an existing blue badge with an expiry date of 1 January 2020 and are affected by us not being able to make a decision following the three year review of your badge, you can continue to display the expired badge until 30 September 2020. You will not receive a Penalty Charge Notice.

Please be aware that the above guidance on using an expired blue badge for the specified period, only applies to local authority on-street parking and Portsmouth City Council pay and display car parks (not private car parks).

Blue Badges will be posted to residents (once applications are agreed and issued), instead of in-person.

Park & Ride

Parking for residential and commercial vehicles

From 1 April 2020, residents and employees with use of a commercial vehicle will be able to park for free in the Park and Ride car park in Tipner. This decision was made to help key workers that are currently struggling to park when they get home. Residents are asked, where possible, to park their vehicles at this location to free up spaces in residential areas. 

Businesses are asked to help ease the congestion in residential areas by encouraging employees to park their commercial vehicles here.

Please note: the Park and Ride service isn't running at the moment, so anyone parking here will need to make their own way home from the site. 

Extension to expiry date of smartcards

We are pleased to confirm that all smartcard holders will have their cards extended for the period of time the Portsmouth Park and Ride service is not operational. This follows guidance to transport operators by the government during the coronavirus outbreak.

When government restrictions change please look out for an email with timetable information or check our website and follow us on Twitter. We look forward to reopening the service for all of our customers when it is safe to do so.

Outstanding Penalty Charge Notices (PCN) - Can we help?

If you need to pay an outstanding Penalty Charge Notice(s) and are experiencing financial difficulty during the coronavirus pandemic, we can offer you support.

Option 1

If you cannot afford to pay what you owe now, but you will be able to pay within the next 28 days, you can request to pay on a certain date. Please let us know which date you are able to make your payment and we can put the case on hold. You can make a payment online or use the automated telephone payment service on the agreed date. 

Option 2

If you have more than one Penalty Charge Notice outstanding, we can consider offering you a payment arrangement. Please email us parking@portsmouthcc.gov.uk and we can look at the amount outstanding and agree a realistic payment schedule for you. 

More options

If options 1 and 2 don't help you, please email parking@portsmouthcc.gov.uk to discuss further options.

If you have not previously made a payment and the case has already had a warrant issued and is with Marstons or Whyte & Co Enforcement Agents (formerly called bailiffs), please contact them to discuss your situation if you are experiencing financial problems. This will help avoid additional charges being added or further action taken. If you already have an arrangement with them please continue to make payments and contact them if this is a problem. 

Please do not ignore Parking Charge Notices as the charge increases the longer they remain unpaid. If we can be of any assistance, please email us parking@portsmouthcc.gov.uk quoting your vehicle registration number and/or Penalty Charge Notice number. 

Parking for high-sided vehicles
