The public consultation ran from 8 July to 29 September and is now closed.  A report of all consultation responses is currently being compiled.

The strategy and policies within LTP3 are being jointly developed by Hampshire County Council, Portsmouth City Council, and Southampton City Council, working together as Transport for South Hampshire. A document summarising the emerging transport strategies and policies has been produced for consultation with the public and with key stakeholders.

The Emerging Joint Strategy document can be downloaded at the bottom of the page.

Copies of this document will also be available from Portsmouth and Southampton City Council’s libraries and offices. You can also request a printed copy to be sent to you by writing to or emailing the Transport for South Hampshire addresses in the “contact information” section at the bottom of this webpage.

Each authority has had a Strategic Environmental Assessment and Habitats Regulations Assessment carried out by the consultants UE Associates. An Equalities Impact Assessment has also been completed and can be downloaded at the bottom of the page.

Send us your response

The consultation has now closed and as such the online portal will no longer work.  However, we will endeavour to accept any late responses by post or email as detailed at the bottom of this page as far as reasonable.

Air quality

Portsmouth City Council is committed and working hard to deliver the targets for cleaner air set by the government.  As a high percentage of the pollutants causing our problems are created by vehicles, we have updated our draft Air Quality Action Plan (AQAP) which sets out how we are improving air quality.  We have attached this plan as an appendix to the third Local Transport Plan (LTP3) which is currently open for consultation.  We are therefore also inviting you to comment on our proposals to improve air quality.

Should you have any comments on the AQAP, please use the Portsmouth City Council contact details in the contact information section at the bottom of this page.
