Portsmouth City Council owns and manages three Enterprise Centres, providing a range of units for industrial and office use and the practical testing of new ideas and products. Whether you are just starting up or already an established trader , the Enterprise Centres offer the perfect conditions to develop your business.

We are passionate about providing low cost, adaptable units in a professional and supportive environment, as we want your business to succeed and contribute to the growth of our local economy. 

We offer all-inclusive, competitive rates and a flexible easy-in, easy-out licence agreement, making it possible for small businesses to adapt and grow, keeping their outlay to a minimum and without the binding commitment of a long-term lease.

Considerable inter-trading can take place between businesses at the centre, creating a ‘market place’ in which many more business connections can develop. The atmosphere in the centres is friendly and helpful.

Easy-in, easy-out licence

Units at Portsmouth City Council's three Enterprise Centres are all let on an 'easy-in, easy-out' licence agreement, to make it straightforward for business start-ups.


  • sign a monthly licence agreement
  • pay a deposit equal to one month’s rent plus £100.00
  • complete a direct debit mandate and customer questionnaire for future rent and charges
  • furnish the unit to your own requirements
  • arrange for a telephone to be connected.


When your business has expanded and you’re ready to either move to a larger unit with the enterprise centres or move into larger accommodation within Portsmouth City Council stock or the private sector, the licence agreement can be terminated by simply giving one month’s written notice.

The licence fee includes:

  • water rates
  • repair and maintenance
  • 24 hour CCTV coverage
  • disposal of waste generated on site
  • 24 hour access
  • postal delivery and collection
  • free car parking.

Meeting room hire and secretarial services are also available, as detailed below.

The only other charges, billed monthly, are for electricity (which is metered) and business rates. Small business rates relief is available on application, subject to certain conditions.

Entrepreneur drop-in

Enables entrepreneurs to use Victory Enterprise Centre or the Portsmouth Enterprise Centre as a meeting place to get start-up businesses off the ground. Make use of free WiFi, use meeting rooms and be the first to know about available units. Entrepreneurs can also use the space to meet other entrepreneurs and prospective business partners.

Wherever possible, the centre will promote these activities and bring in as many forms of business support services as possible.

Support & services at Business Enterprise Centres 

Portsmouth City Council's Enterprise Centres provide supportive environments for new businesses. As well as offering flexible premises, we work very closely with local business support organisations.

This means we can introduce and signpost you to other organisations such as the Chamber of Commerce, CIBAS, University of Portsmouth, Manufacturing Advisory Service and Enterprise First. Portsmouth City Council also employ an SME development officer.

Secretarial services

We offer a range of secretarial services at all our centres including typing, photocopying, printing and faxing. All prices exclude VAT.


  • A4 black and white - 5p per copy
  • A3 black and white - 10p per copy.


  • Current charges per minute are: UK - 20p, Europe - 50p, USA and Canada - 60p, Rest of world - £1
  • To receive a fax - 5p per page.

  • Tabulated A4 page - £1.50
  • Standing admin fee of 30p per fax sent.

Meeting room hire

All three centres have meeting rooms offering free Wi-Fi, use of secretarial services (prices listed above) and free on-site parking. £10.00 per hour or a day rate of £60.00.

  • Challenge Enterprise Centre - meeting room seats eight to ten people with tea and coffee making facilities
  • Portsmouth Enterprise Centre - two meeting rooms, one seating four people. The larger room seats between 12 and 30 depending on layout, with facilities for refreshments and buffets from on-site café
  • Victory Business Centre - four meeting rooms, one seating four people, one seating six to ten people and two larger rooms for up to 25 people, all with facilities for refreshments and buffets from on-site café business.
