To keep everyone safe, communal areas in council housing buildings, including doors in shared spaces, must always remain clear of all personal possessions. Portsmouth Homes, the city council landlord, introduced this policy in in April 2024, following consultation with residents and Hampshire Fire and Rescue Service. The policy is in line with national guidance. The approach is standard practice across the housing sector and is not unique to Portsmouth City Council.
The policy only relates to our blocks of flats where there are communal areas. We have approximately 1,000 blocks of flats. Sheltered housing blocks (category 2.5 and category 2 – our older persons accommodation) are excluded because they have different arrangements with staff on site.
The policy applies to all personal possessions to:
- prevent damage to fire doors
- keep escape routes clear for everyone
Portsmouth City Council fully supports residents celebrating Christmas and other occasions. Wreaths and decorations are welcome inside homes, on private balconies, and in windows.
