Fixed Penalty Notices are issued for a range of offences that affect the cleanliness and safety of our city. Below are examples of offences and the fines that may apply. If the case goes to court, the penalty could be much higher.
- Littering
- FPN: Up to £500
- Court fine: Up to £2,500
- Cigarette butts and chewing gum are types of litter. They are harder and more expensive to clean than other rubbish. Smokers must fully put out cigarettes before placing them in a bin or ashtray.
- Graffiti and fly-posting
- FPN: Up to £500
- Court fine: Up to £1,000
- Not showing a waste transfer note
- FPN: £300
- Court fine: Up to £5,000
- Breaking a Public Spaces Protection Order
- FPN: £100
- Court fine: Up to £1,000
- Breaking a Community Protection Notice
- FPN: £100
- Court fine: Up to £2,500
- Not showing a waste carrier licence
- FPN: £300
- Court fine: Up to £5,000
- Problems with waste containers
- FPN: £100
- Court fine: Up to £1,000
- Dumping waste without permission
- FPN: £1,000

- Not taking care with household waste
- FPN: £600

Bins and signs around the city
We can’t place bins on every street. We put them where they’re needed most. If there’s no bin nearby, you should take your litter home or find a bin elsewhere.
Bagged dog waste can go in any litter bin, not just dog waste bins.
The council doesn’t have to put up warning signs about littering or dog fouling, or tell people when patrols are happening. However, signs are placed in key areas where needed.
