Scope

As of September 2018, accessibility legislation states that public sector websites must publish content in an accessible format.  

Annual draft and approved Statement of Accounts are published on our transparency agenda page each year. These are published as inaccessible PDFs.

Benefits of creating an accessible version

The benefits of creating an accessible version of this PDF would be: 

  • a fully accessible version for all users to access

Burden

We’ve estimated that it would take approximately four weeks of officer time per document to make these PDFs fully accessible. This is based on remediation estimates provided by officers within our design and finance teams.

Other factors

We have a duty to be transparent in our business operations and outcomes, so we took the decision to publish the PDFs as a means to making these documents available. 

In the past two years, previous versions of the annual Statement of Accounts have been clicked on less than 50 times per year. This suggests interest in the content Is relatively low.

Assessment

Having considered the estimated effort involved in creating an accessible PDF, along with the low amount of clicks on these documents, we have concluded that the work required is beyond the resources available to us. This represents a disproportionate burden on the organisation.
