Residential care is provided by Portsmouth City Council when children with different needs cannot live in a family environment. Residential homes offer a caring place for children to grow, with food, shelter, and space for play and fun.

When children and young people come to live in a residential home, they will have a ‘care plan’. This plan explains why the child or young person is living away from home, what they can expect in residential care, and how long they might stay.
Children sometimes go back home, some live with other families, and a few move to other homes. Older children who cannot go back home get help to prepare for living on their own.
Education is important, so children go to their own school if they have a place, or we help them get back into school or college if it is safe to do so.
It is important for children and young people to stay in touch with their family and friends. Only when they might be hurt or a Court Order says no contact, some children will not be able to see their family.
Children and young people are respected as individuals. We provide for their religious and cultural needs, encouraging them to keep their sense of identity and community.
Using residential care for children
Children and young people live away from their families for many reasons, such as:
- their parents are unwell.
- they have problems at home and need time away, like behaviour or school issues.
- they may have a disability and need a break from their families.
- they are in the care of the Local Authority on a Court Order or an Interim Care Order
Usually, children stay with foster carers, family & friends, or committed carers. For some, a family environment is not suitable, and residential care is needed.
