Council officers in uniform can give out Fixed Penalty Notices (FPNs) if they see someone breaking certain rules. They patrol the city. If they see an offence, they may give the FPN straight away or send it to the person’s home.
If the fine isn’t paid by the deadline on the notice, the council may take the person to court. You can’t pay in instalments, but in some cases, you might get more time to pay.
