For Council Tax, a house in multiple occupation is where people do not live together as one household. It can also be a property where people live in separate parts with their own tenancy or licence, or pay rent for part of the property.

For most houses in multiple occupation (HMOs), rental agreements decide if the landlord, owner, or tenant pays Council Tax.

In a HMO, the landlord or owner usually pays Council Tax if each tenant has their own agreement and pays rent for part of the property. Tenants are more likely to pay Council Tax if there is one agreement for the whole property with all tenants’ names on it.
