I don't feel that this duty is 'top down' rather the duty to involve, Country Call for Action, neighbourhood charters etc all add up to something more that the sum of the parts in terms of providing a comprehensive approach to community involvement.

The seniority of leadership that a local authority puts into community involvement is as detering factor in success, as is the level of investment in showing that the authority is taking community involvement seriously rather than making this a tick box exercise.

I didn't see this as 'top down' - this is a fantastic thing you are trying to achieve, but if you're telling local authorities they have to do this, it may create a barrier between them and residents because you can't tell residents they have to be involved. - Resident

If this just becomes a trick by which local authorities are caught and failed it will not have succeded and you will have thrown the baby out with the bathwater.  Could quality standards be put out with the quidance to give local authorities clear and practical ideas about what is expected.
