"We have also found it stimulating to engage younger and older people in innovative events, most recently an inter-generational day involving both groups.

I suggest the duty will be most effective if it is SIMPLE.  Just one line saying "Each authority shall consult local people on its statutory plans" gives scope for individual councils to tailor their engagement programmes to what best fits their local communities. 

I look forward to a proportionate and workable duty being proposed (and consulted on) which helps develop the lagging authorities without tying up the hands of the innovative authorities in needless red tape."

DCLG is keen to make sure the guidance is as practical as possible, providing relevant and useful information at local level, with a commitment to keeping this guidance to a minimum and producing consolidated and ‘light-touch’ guidance. There will be various mechanisms within the new performance framework as part of the Local Government Bill if authorities do not act ‘reasonably’ in responding to the duty to involve. The involvement of people in the development of the guidance is therefore essential – and we welcome your contribution, and views on how you have successfully engaged younger and older people in the innovative events you mention.
