About the Parks Service

Civic Offices with tree and flower trough The Parks Service consists of approximately 40 staff who are based at several sites within the city.

The majority of staff are located at the Civic Offices, where grounds maintenance, arboricultural, landscape, play and administrative teams carry out the day-to-day tasks of parks management, aiming to meet the needs of the people of Portsmouth.

The Seafront Management team are found at Castle Building in Avenue de Caen. From their base in the heart of Southsea, they carry out their duties relating to the seafront and the large number of events held throughout the year.

The External Works team are centrally located in Norway Road. They carry out repairs and maintenance to our parks and open spaces and perform routine safety checks on all play equipment.

At Milton Cemetery, a small team undertake the daily tasks relating to burials and bereavement. This office is open to the public for answering queries relating to the three cemeteries here in Portsmouth.

We also have external contractors who carry out the maintenance relating to our grounds and tree contracts.

English Landscapes are responsible for the grounds maintenance in the north, south and east of the city.

Glendale Industries are responsible for the grounds maintenance in the west of the city and on our cemeteries and golf courses.

Gristwood and Toms are the tree contractor. They maintain all the city owned trees throughout the city.


To ensure that your visit is a pleasant and enjoyable one, it is our aim to:

  • meet people's needs by the provision, promotion, patrol, maintenance and improvement of the city's parks, gardens, play areas, playing fields, golf courses, lakes, ponds, cemeteries, allotments, natural areas open spaces and the seafront
  • ensure people enjoy a very high level of satisfaction when using these services. MORI polls have shown that we are recognised as currently providing good services with stable high satisfaction ratings - but we aim to improve
  • continually ensure that we are making best use of our resources to address user and non-user priorities, whether it is the maintenance or improvement of existing services or the development of new services
  • provide added value through the closer integration of our work with the work of other departments, organisations and the community
  • encourage a culture of "looking for a better way" by scrutinising existing practices, embracing innovation and change where this will lead to improvement
  • ensure that the quality of these services shines through so that Portsmouth residents and the city council can be rightly proud of them
