M275 Tipner Scheme

The redevelopment of Tipner forms part of the Portsmouth Gateway Project, which aims to make the M275 corridor more attractive and also to facilitate proposals for a public transport link to connect key areas such as Port Solent, Tipner, the City Centre, Gunwharf and Southsea.

In order for the redevelopment to take place and for a park and ride facility to be feasible, access to the M275 is required. Presently, all traffic for Tipner and the existing Greyhound Stadium has to travel through Tipner/Stamshaw and via Twyford Avenue, which are densely populated residential areas.

In February 2004, the Tipner Regeneration Company (TRC) was granted ‘preferred developer’ status by us, with plans to redevelop and regenerate the Tipner wastelands, to the east and west of the M275 motorway.

The proposal for redevelopment includes residential and commercial opportunities as well as Park and Ride facilities and slip roads. In December 2005, to help the inclusion of slip roads at Tipner, we implemented a reduction of the speed limit on the M275 motorway.

On 14 January 2008, TRC consulted with the Executive on the masterplan proposals which is to be considered as the basis to carry out public consultation. Members of the public also attended the presentation.The masterplan proposes a mixed-use scheme, which includes affordable housing, office space, a hotel, surgery and community centre, a Park & Ride facility, public open space and access to the waterfront. Vehicular access would be from the M275 motorway, via new slip roads, and from Twyford Avenue.

On the 23 February 2008, TRC started their formal consultation process with a public consultation event at the Mountbatten Centre, Tipner. Which was attended by key stakeholders, local residents, Ward Members and young people.

Comments and ideas put forward by those involved in the consultation process will form the main core themes of the consultation, which will be passed onto TRC to consider as part of their masterplan proposal, with the intention of submitting an application for outline planning permission for the scheme in the Autumn 2008.

A lot of work has been undertaken on traffic and nature studies for this project, as well as comprehensive site investigations to assess levels of contamination on the site. Portsmouth City Council commissioned base line noise and air quality surveys, which were carried out in the areas of Twyford Avenue and Osier Close. TRC have also carried out a Environmental Impact Assessment (EIA), and an Environmental Statement (ES) will be submitted along with the planning application.

Update:

Portsmouth City Council has been told by TRC to expect a planning application submission for the development in Summer 2009. 

M275 Interchange Bridges Works:

Remedial repair works being carried out on the Interchange Bridges, just north of Osier Close started in June 2008.  These works are expected to last 12 months. 

Works above the motorway on the joints are programmed to start in June until September 2008, with works to the south piers starting from June until approximately November 2008. Works to the north piers will commence from July until approximately December 08, with works expected to be completed in Spring 2009.

Traffic disruption is expected to be minimal; there will be some temporary traffic lights on Tipner Lane, as this road will be reduced to single lane temporarily during the works. There may also be some 'off-peak' motorway lane closures, and a small increase in the amount of traffic on local roads, so it is important to bear this in mind when travelling in the area.

Repair works are required on the Interchange bridges as a preventative measure to stop deterioration of the bridges and to maintain the M275 highway, which is a vital link in the local and national road network.
