It sets out how much housing, employment and retail development the city needs up to 2027 and where this should be. The plan also sets out what infrastructure will be needed to enable this development to take place together with how we will continue to protect the city's sensitive historic and natural environments.
We are currently consulting stakeholders on a partial review of the Portsmouth Plan.

Policy PCS13 of the plan sets out the city council's approach towards biodiversity, green infrastructure and Habitats Regulations Assessment. Since the plan was adopted a great deal of research has been done on the potential impact that disturbance from recreation can have on the Special Protection Areas in the Solent. This research is now complete and so the time is right to update Policy PCS13 and bring it fully up to date.
Please note that Policy PCS13 is the only section of the Portsmouth Plan which is being reviewed and we have no plans to review any other sections at this time.
The proposed changes to Policy PCS13 are set out in the consultation document below - copies are also available at the Civic Offices reception in Guildhall Square during normal office hours (Monday-Thursday 08:30-17:00, and Friday 08:30-16:00).
