Appendix 9 - Parking Standards

STAGE 1 STANDARD TO BE DETERMINED BY ACCESSIBILITY TO PUBLIC TRANSPORT

Notes:

  1. Low accessibility is the base-parking standard that applies throughout Hampshire.
  2. The standards do not preclude zero or minimal parking close to major transport interchanges or for conversions of existing buildings.
  3. An allowance will be made for land uses, e.g. leisure, that generates traffic at off-peak times to reflect the reduced level of accessibility to public transport services.
  4. The reduction from maximum standards also varies according to land use (see Table B).

Levels of Accessibility

If a development site does not have good access to bus or train services, then the level of public transport is deemed to be "low" and no reduction to the "maximum" parking standard is applied.

If a development site has either good access to bus or train services, then the level of public transport is deemed to be "medium" and a first stage reduction to the "maximum" parking standard is applied.

If a development site has both good access to bus and train services, then the level of public transport is deemed to be "high" and a further reduction to the "maximum" parking standard is applied.

"Peak" – Monday to Saturday Daytime

Good Bus Access – This area includes all properties within a five minute (¼ mile, 400m) walk of at least 3 services on different routes, each operating on at least 15 minutes frequency during peak times.

Good Train Access – This area includes all properties within a ten minute (½ mile, 800m) walk of a railway station with good level service at peak times. These stations have been identified as Portsmouth and Southsea, Portsmouth Harbour, Fratton, Cosham and Hilsea.

"Off Peak" – Monday to Saturday Evenings and Sunday Daytime

Good Bus Access – This area includes all properties within a five minute (¼ mile, 400m) walk of at least 3 services on different key routes, each operating on at least 30 minutes frequencies during off-peak times.

Good Train Access – This area includes all properties within a ten minute (½ mile, 800m) walk of a railway station with good level service at off-peak times. These stations have been identified as Portsmouth and Southsea, Portsmouth Harbour, Fratton and Cosham.

STAGE 2 LOCAL FACTORS

The parking standards can exceptionally move up or down one zone due to local circumstances. These are –

  1. Economic Regeneration – increase

  2. Environmentally Sensitive Locations or Road Traffic Reduction Act target locations – reduce

  3. Cycle Accessibility – reduce parking where high cycle accessibility and planned use

  4. Existing Public Parking Stock with spare capacity at relevant times within convenient walking distance of the development proposals to be included in the overall maximum parking provision.

  5. Shared Use – increase in parking provision for in or edge of centre retail or leisure development where the parking will serve the town centre as a whole. Agreement to the shared use must be reached before planning permission is granted. The scale of parking must be in keeping with the size of the centre and consistent with the town centre parking strategy. 

Note: Additional development on a site requires that the entire parking stock be taken into account.

Parking for Pedal Cyclists

Cycle parking standards are indicated on the attached tables by land use. At least the level indicated should be provided particularly in areas with good cycle accessibility. While the new car parking standards are to be treated as the maximum provision, cycle standards are the MINIMUM provision. For more details on cycle provision, refer to "Cycle Parking Standards – Accompanying Advice".

Parking for Motorcyclists

As a general rule, except for residential land uses, provide 1 space for every 25 car parking spaces based on the car total, set at the car parking base standard for that land use.

Parking for People with Disabilities

General advice is included in "Parking for Disabled People" (TAL 5/95) and PPG 13 "Good Practice Guide" 1998, both published by the then DETR. References should also be made to "Accessible Transport Infrastructure: A Guide to Good Practice" (DETR). Hampshire County Council's draft Accessible Transport Strategy and the new Movement & Access in Residential Spaces document should also be taken into consideration.

As a general rule, except for residential land uses, disabled persons car parking spaces should be set at 5% of the car parking base standard identified in these tables.

Heavy Commercial Vehicles

Where required, an operational number of spaces for HCV parking will be allowed, which will be considered on an individual application basis.

Design

The layout and design of car parks should take account of the "Secured by Design" initiative in order to reduce crime and maximise personal safety.

# All residential developments should include secure cycle parking in accordance with the Highway Authority's guidelines.

Where appropriate, the Local Planning Authority can require a Transport Assessment or Company / Site Travel Plan below the thresholds specified, for example, where there are potential cumulative impacts.
