CD16 The Hard Interchange

4.3.22 The facilities at The Hard interchange are somewhat dated and in need of upgrading, especially in view of the improved public transport services which will run to The Hard when the LRT is completed and due to the increased patronage which Gunwharf Quays has brought. This area could also become a more important focus if development proposals within the Historic Dockyard Heritage Area (see policy CD17) progress. Upgrading the interchange area will be a key issue to be addressed via preparation of the Hard Area Action Plan. Improvements could be provided directly or via enabling development, and could take the form of either refurbishment or redevelopment. The area offers the opportunity for a comprehensive redevelopment scheme comprising not only public transport interchange facilities but also residential development above. The design of any such development must reflect or complement the characteristics of the conservation area and the historic environment of the Hard itself. Where reasonable and appropriate, it may be possible to seek to secure improvements to the Interchange through planning obligations in relation to new development in adjacent areas.
