Part 1 Introduction

ABOUT THIS PLAN

1.1 The Portsmouth City Local Plan 2001-2011 has been prepared as the local development plan covering the whole of the Portsmouth City Council administrative area, under the provisions of the Town and Country Planning Act 1990. In accordance with the Town and Country Planning (Development Plan) Regulations 1999, it replaces the current City Local Plan, adopted on 22nd December 1995.  Along with the Hampshire County Structure Plan (Review 1996-2011), and the Hampshire, Portsmouth and Southampton Minerals and Waste Local Plan, it comprises the statutory development plan for Portsmouth.

1.2 The local plan provides a framework to guide development in Portsmouth up to 2011 and beyond. Its purposes are -

  • To develop the strategic policies of the Hampshire County Structure Plan;
  • To make proposals for the development and use of land and to allocate land for specific uses to meet current and future needs; and
  • To provide a consistent basis to guide development control decisions.

1.3 The policies and proposals contained in the plan have taken due account of national planning policy advice, regional and strategic guidance, the resources likely to be available and other relevant social, economic and environmental considerations. It has been prepared in parallel, and aims to be fully integrated, with the city council's five-year Local Transport Plan and has regard to all other corporate strategies, including the Portsmouth Community Plan. It also has regard to the environmental, social and economic objectives of sustainable development.
