2. Challenges and Opportunities
This chapter looks at Portsmouth’s position in relation to Government’s ‘shared priorities’ of congestion, accessibility, safety and air quality as well as Portsmouth’s local priority of maintenance. Major challenges are evident, particularly the very limited access to Portsea Island which creates congestion problems.The LTP objectives are set out, the plan having been developed with close links between the Community Strategy and the City Council’s Corporate Plan.
A Strategic Environmental Assessment has been undertaken in tandem with the LTP, demonstrating how environmental impacts provide strong context for the transport measures proposed.
