7. Outline Investment Framework
This chapter sets out the investment framework for the LTP period based on DfT’s planning guideline. It considers investment at 100% planning guideline and takes into account secured or likely funding from development sites or other sources and the revenue implications of schemes. This provides the scenario against which the LTP targets (set out in Chapter 8) have been set.The targets set out in Chapter 8 apply to this framework which is considered to be the essential minimum to meet current demands.
