Penalty Charge Notices (PCNs) - Traffic Management Act 2004

Penalty Charge Notices (PCN) are issued if your vehicle contravenes parking regulations, such as parking on double yellow lines or not displaying a valid pay and display ticket. They are issued under the Traffic Management Act 2004, which came into effect on 31 March 2008, before this date they were issued under the Road Traffic Act 1991.

We have been granted powers to operate civil parking enforcement and since 1999 have employed Parking Attendants, who are now called Civil Enforcement Officers, to enforce restrictions.

If you receive a PCN you have two options, to pay it or to appeal.

Pay the Penalty Charge Notice

You can do this by cash, cheque, debit or credit card, or postal order and you can do this in several ways.

Online

By telephone

If you wish to pay by debit or credit card you can call our 24 hour automated payment service by calling 0845 6066243 (this is a local rate number) or during office opening hours you can call our office on 023 9268 8310.

In person

In person at the Parking Office in Alec Rose Lane, Portsmouth PO1 2BX. We are open from 8.30am to 5pm on Monday, Tuesday and Thursday, 9.30am to 5pm on Wednesday, 8.30am to 4.30pm on Friday and 9am to 1pm on Saturday. You can also pay at any of the area offices, see the internal link for details.

By post

Payment should be sent to the address below and you will need to write the Penalty Charge Notice number on the back of your cheque/postal order. Cheques must be made payable to ‘Portsmouth City Council’. Please do not send cash through the post.

Appeal against the Penalty Charge Notice

If you feel that you have been issued with a PCN incorrectly you may make an appeal within 14 days, in writing only, to:

You can also email us your appeal at parking@portsmouthcc.gov.uk.

If you make an appeal against the PCN and you are not successful you will still be able to pay at the discounted rate, as long as your appeal is made within 14 days of the issue of the PCN.
