If you want to visit houses (or places of business) within Portsmouth, and make appeals to the public to give money or other property (or buy articles from you) for charitable, benevolent or philanthropic purposes, then you must hold a house to house licence to promote the collection. It is an offence for any person to either promote a collection and/or to act as a collector without the benefit of a licence. Links within the is page will tell you:
