Our responsibilities
We are responsible for:
- ensuring that rights of way are free from obstruction
- ensuring that the surface is in a fit condition for its intended use
- signposting and marking rights of way
- providing and maintaining stiles and gates on rights of way
- as far as is practical under the Environmental Protection Act 1990, removing rubbish and litter from all rights of way
- undertaking all diversions or extinguishments, (for rights of way that are affected by development for which permission has been granted), that are required under the Town and Country Planning Act for 1990
Your rights
Your rights as a user are:- to use a right of way without obstruction or intimidation
- to use a right of way with normal accompaniments, such as with a dog or pram (but not a bicycle) on a footpath
Your responsibilities
Your responsibilities are:- to use the right of way with respect for other users and the owner of the land over which it passes
- to keep any dog with you under control, on a lead if necessary, to prevent it from fouling the right of way and stop it from running over any adjoining private land
- to use the right of way for its designated purposes only

Rights of Way Improvement Plan
The Countryside and Rights of Way Act 2000 requires all highway authorities, including Portsmouth City Council, to prepare and publish a Rights of Way Improvement Plan. The Rights of Way Improvement Plan is intended to set the directions for improvements to the local rights of way network over the ten year period between 2007 and 2017, according to the needs of all types of users; identifying actions which could improve the network and make it more accessible and enjoyable for residents and visitors.
