Local Transport Plan 3

Portsmouth City Council has produced a new Local Transport Plan (LTP) document. This is the third Local Transport Plan (LTP3) to be produced and will guide development of the transport network within the city until 2031; this new Local Transport Plan replaces Local Transport Plan 2 which expired 31 March 2011.

The context sets out the current situation in Portsmouth.
LTP3 joint strategy sets out the strategy and policies for future transport development within the city, in line with government policies. This strategy details Portsmouth City Council’s priorities for transport projects, addressing a range of current and future challenges which impact on the transport network and influence people’s travel behaviour and needs. Working together as a part of Transport for South Hampshire, the strategy and policies within Portsmouth's LTP3 have been developed in partnership with Hampshire County Council, and Southampton City Council, to ensure that transport issues beyond Portsmouth's boundaries, but which directly affect Portsmouth are effectively addressed.
The LTP3 implementation plan outlines how the strategy and policies set out will be put into practice. This implementation plan details proposed schemes for the year 2011/2012.
An appendix to the LTP3 is the Air Quality Action Plan (AQAP) which can be found at the Port Air website.
A Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) have also been carried out for the LTP3 and can be found below.
An Equalities Impact Assessment (EIA) has also been carried out and can be found below.
