Disabled Parking Bays
Last updated: 15 May 2013 12:27 UKWe are responsible for the issuing and enforcement of both disabled parking bays and blue badges.
Prior to May 2007, residential disabled parking bays within the city were installed as courtesy markings, however due to the levels of abuse of the courtesy bay scheme and the distress and hardship this often caused to disabled persons, a two year rolling programme was introduced to upgrade the bays to enforceable parking spaces for use by Blue Badge holders only. The programme commenced in May 2007 and was completed in early June 2009.
An enforceable disabled parking bay can be identified by a sign stating 'Disabled badge holders only' displayed next to the bay, either on a wall, fence or post. It is a requirement to display a valid Blue Badge at all times whilst parked in an enforceable disabled parking bay. Any motorist found to be parked without displaying a valid Blue Badge will be liable to receive a Penalty Charge Notice.
As concerns have been raised by bay holders about the need to display the Blue Badge at all times whilst parked in their allocated bay, they are able to request a permit, specific to their vehicle and address, which will allow them to park in their allocated bay without the need to display the Blue Badge. Permit request forms are automatically sent to bay holders upon the issue of a disabled parking bay and can also be requested by contacting the disabled parking bay section. Please be advised that a £17.50 fee is now applicable for the issue of each permit and an administration fee is also required for a change of vehicle, lost or damaged permit.
Please note that disabled parking bays are not reserved for the sole use of an individual and may be used by any Blue Badge holder.
Due to legal requirements, a Traffic Regulation Order must be created for new disabled parking bays before they can be installed. Portsmouth City Council will make every effort to deal with applications as quickly as possible, however, due to the production and publication of Traffic Regulation Orders, an application will take a minimum of 3 months to process. Please note that there is a £50.00 fee applicable prior to a bay being installed. However, if you are able to provide proof that you are in receipt of Housing Benefit or Council Tax Support this fee will be waived.
