Appendix 1: Other Development Plan Documents and “Saved Policies” from the Portsmouth City Local Plan
1. Portsmouth Local Development Scheme sets out a project plan for the Local Development Framework and sets out the different documents that will be produced over three years.2. For the first few years it is necessary to “save” some policies from the Portsmouth City Local Plan. These “saved” policies will continue to operate until they are replaced by Local Development Documents as part of the Local Development Framework. The Local Development Scheme (LDS) sets out which policies will be saved and which Local Development Documents will replace the Portsmouth City Local Plan.
3. The LDS explains that the following development plan documents will be produced as well as this Area Action Plan:
- Core Strategy
- Site Allocations
- Somerstown Area Action Plan
- The Hard Area Action Plan
- Port Solent Area Action Plan
4. All development plan documents should be consistent with the Core Strategy but as Southsea Area Action Plan has been produced in advance of the Core Strategy it is consistent with Strategic Policies 1 (Urban Renaissance) and 6 (Retail and Town Centre Development) from the Portsmouth City Local Plan. Once the Core Strategy has been produced the overarching policies, contained within it will apply to the Southsea Town Centre Area Action Plan area.
5. The Site Allocations document will identify specific sites within the City Council area for development. If there are any sites identified within the Southsea Town Centre Area, policies from the Site Allocations document will also be applicable.
6. All the generic development control policies within the Portsmouth City Local Plan will be saved until 2009 because the plan has only recently been adopted and therefore the development control policies are up to date. The development control policies set out in the Portsmouth City Local Plan will apply to Southsea Town Centre Area Action Plan area until they are replaced by a Development Control development plan document.
7. The following saved policies from the Portsmouth City Local Plan are relevant to development proposals in the Southsea Town Centre Area Action Plan area:
