Early Years and Childcare Service Plan 2006-2008

The purpose of the Portsmouth Early Years Development & Childcare Partnership is to formulate, in collaboration with Portsmouth Education Authority, an Early Years Development & Childcare Plan which addresses the needs of children, and their parents, and to monitor the implementation of the Plan.

In formulating this Early Years Development & Childcare Plan members of the Early Years Development & Childcare Partnership have paid particular attention to the Early Years Vision Statement.  This was drawn up by members of the Partnership and representatives of all Early Years Stakeholders in January 2002.  In line with the Vision Statement the Plan takes account of the need to:

(a)  enhance the care, play and educational experiences of young children;

(b)  build upon the good practice and spirit of co-operation which exists within and between all sectors;

(c)  be directed by the diverse need and aspirations of the community;

(d)  be further directed by the requirements of the local labour market and the needs of working parents and local employers, seeking advice from local Learning Skills Council;

(e)  generate genuine debate between all sectors and agreement as to how the needs of the community can bet be met;

(f)  pay regard to value for money, taking both cost and quality into account.

Members of the Early Years Development & Childcare Partnership, the Education Department and the Council support the underpinning principles of the National Childcare Strategy and recognise that good quality, affordable, diverse and accessible childcare and education are an integral element of Portsmouth's economic prosperity and future success. This Early Years Development & Childcare Implementation Plan has, therefore, been developed with and agreed by all partners who are seeking to promote a co-ordinated multi-agency approach to the development of the range of early years education and childcare services.

Vision Statement

There is a multitude of different initiatives within the City together with a number of Implementation Plans relating to the delivery of Early Years and Childcare Services.  The city-wide Early Years and Childcare Statement aims to encompass all of the different strands and states:

• We value Early Years and Childcare Services because they have the power to change and improve people's lives.
• We value success for all.
• We want Early Years and Childcare Services to be inspirational and aspirational.
• We have high expectations.
• In order to improve we will be creative and innovative.
• We will value each other and our contributions.
