BSF is the largest capital investment programme for more than 50 years, providing world-class teaching and learning environment for all pupils, teachers and communities in England. Every one of the 3,500 state secondary schools in England will be rebuilt or improved as part of the multi-billion pound project.
BSF however, is about more than just buildings. The programme will transform the face of education for generations to come, providing environments for learning and ICT provision where every young person can maximise their potential.
Government funding of £200 million is anticipated to turn BSF into a reality in Portsmouth. 12 secondary schools across the city are set to be transformed with four schools completely re-built and a further eight partially rebuilt or refurbished.
What’s happened so far in Portsmouth?
We were accepted into the national BSF programme in April 2008, after convincing the government that we have the vision and capacity to succeed in transforming learning.
Our outline vision and plan, the Strategy for Change 1 that includes a vision for learning and changes to the governance arrangements of all BSF schools, was approved as 'good' by the government in 2008. We also had positive feeback on our Strategy for Change 2 which contains more detailed plans.
Our Outline Business Case that sets out in detail the scope, costs, affordability, risks, procurement route and timetable for the project was approved by the government in September 2009.
What’s happening now?
Two private sector partners will be selected by the city council later this year to deliver the programme - one to design, build and maintain the schools and one to deliver the ICT. Four leading companies are bidding to deliver the programmes and they are working with a range of stakeholders including schools and pupils as their plans are developed in more detail.Project information
