City council’s commitment to transform education
The city council in partnership with local schools, is considering how best to achieve transformation of education across the city following the decision by central government to stop its BSF programme.
A ‘Strategy for Schools’ is now being developed to recommend affordable ways to transform education, in the absence of BSF funding.
The council, together with city schools had identified up to a £40 million potential contribution towards BSF and this could be available to support the implementation of the strategy that will be developed over the next few months.
Councillor Terry Hall, cabinet member for Education at the city council said: “In the absence of a BSF programme funded by central government and whilst the government is reviewing spending on schools buildings, we must work with schools to ensure the essence of our programme to transform education can still be achieved.
“It is clear the council cannot afford to replicate the £200m government sponsored BSF programme which included four new PFI schools. We can however carry out a strategic review to look at how we can best achieve effective school management, governance and provision and also tackle urgent building condition issues that many of our schools face.
“This strategy, which will fit with the government’s agenda for education, will also demonstrate how we can best support schools in raising standards. It can also be provided to the Secretary of State for Education as part of our case to secure additional government funding for our schools.
“BSF was about achieving educational transformation in Portsmouth and our schools had set out their vision for improving standards - this work and the “hearts and minds” willingness to move forward must not be lost. This strategy therefore will look at what realistically must be achieved now and how best this can be done.”
