A flag to symbolise the commitment to raise the standard of learning and the aspirations of children throughout Portsmouth has been raised in Guildhall Square.
The Learning Flag has been designed from an original drawing by Oscar Lake, a pupil from St Jude's Church of England Primary School, Portsmouth. Oscar supported by his whole class raised the flag in the Guildhall Square during a ceremony on Thursday 25 October.
The ceremony marked the launch of a ‘Raising the Standard of Learning’ campaign to further improve education in Portsmouth. The Learning Flag will remain raised in the Guildhall Square until the of end of October and then flown in the Guildhall Sqaure at the beginning of every school term.
Councillor Rob Wood is cabinet member for Children Services at Portsmouth City Council. He said: “This is an exciting time for learning in Portsmouth. Our pupils have achieved their best ever school tests and GSCE results this year and we are working with schools and other partners to deliver a plan to continue to raise the standard of learning.
“It is crucial we also raise the expectations and belief in what all our children can achieve. With an inspirational message and colourful design we hope the Learning Flag will symbolise our commitment to raising standards and the aspirations of our children.”

Help us raise the standard
We realise the key to helping children achieve is what happens not only at school but also at home and the influence of parents, grandparents and carers is vital.
So if you’re a gran, granddad, mum, dad or carer please let us know your advice and tips on how you help your children achieve their best.

Effective learning for every pupil - vision and strategy
Schools, the council and other partners have worked together to agree the vision and blueprint that seeks to further raise educational attainment, skill levels and the aspirations of all the children and young people throughout the city.
The ‘Effective Learning for Every Pupil – Improving Education in Portsmouth 2012 - 2015’ strategy and a summary of the document is available to view below.
The underpinning principles of the plan are to:
- make sure every pupil achieves the basics standard in literacy and numeracy
- raise expectations and belief in what pupils can achieve
- help pupils achieve better exam results, including in english and Maths
- provide consistently strong schools and learning across the city
- ensure every pupil including the vulnerable and those working at the highest level and achieve their very best
Councillor Rob Wood said: "This strategy outlines how our education system must best prepare our children and young people for a rapidly changing world, while facing radical changes itself and new policies. We are aiming to raise the attainment levels of all our children and young people and also raise the expectations and belief in what they can achieve."
The plan outlines a framework as to how the principles will be delivered which include
- schools working together to support each other, including throughout clusters and federations
- ‘local leaders’ sharing best practice in education and schools
- placing school leadership at the heart of raising standards, delivered through effective governance
- developing the local authority’s role to champion the interest of parents and children, support the delivery of efficient and effective education and facilitate the relationship between schools and everyone involved in education.
